Trim Problem on 200 evinrude vindicator

I've got a 200 evinrude on my 95 Basscat Pantera II and its been sitting up for about 5-6 months... I tried to raise the motor to take the stabilizer out to crank it up and The tilt wouldn't work..
I noticed theres trim fluid on the hydrolic cylinders. when the motor is all the way down that tilt works but when u get it up so far where the main hydrollic ram kicks in. it doesn't work...
I played with it but never got it to work... it sounds like there wasn't enough fluid to pump, but i noticed at the top of the upper main hydrolic ram there was a little fluid coming out..
Got any ideas and how do i properly put the fluid in the trim to the correct level?

I'm going to try to fill the trim fluid tomorrow... does anyone know why some fluid may be coming out of the Main Hydrollic ram? its not around the actual (chrome) ram its out of the cap on the Ram Case its not much fluid but it is seeping out..

Seals are dried up and leaking. You will have to replace both caps.
