with spark advance advanced runs good. lower spark advance and it develops a miss. if you can get in gear without it dying it runs good. i can put in gear before RPM drops to idel and give it gas and it runs good. idel speed in or out of gear has a bad miss.

Sounds to me like the carbs need to be rebuilt. Had the same problem with a 1986
200 HP Evinrude. Idle rough, but ran great at WOT. if I could get the engine to run up. Rebuilding the carbs did the trick. Runs great now with out issues. Good Luck.
If the temp on a looper is too low, the fuel may not be burning properly. My guess is the recirc system nedds some attention. This will be done IF a good tune up is done to the engine when the carbs are rebuilt!
