There's a dude that sets up on Bardstown Rd just South of the Gene Snyder who sells them. They are quality boards but the graphics aren't all that great.

any of the flea markets and peddlers malls guys have a set up in there, Thers also a guy who builds them on greenwood road that makes some good boards,,

There is a place in Crestwood,KY between where RT.146 and RT.22 meet that makes corn hole boards. It is right next to a lawn mower shop.

Yes, there is a store near Sears in the Oxmoor that sells outdoor stuff and custom corn hole boards.

Back to cornhole, lol, I've built several cornhole boards and bags for family and friends (well the grandmother made the bags) and it is fairly simple. Takes a couple hours to build the boards and you can do whatever finish you want. You could always buy the custom bags if you want from someone, or you could make your own by picking up som UofL fabric at craft stores.
