    surge brake travel

I just purchased a new to me 2003 911cdc with a dual axle trailer. My question is that it seems to have alot of travel in the tounge like it goes all the way back to the stop and dosen't come fully forward even when the trailer is unhooked from my truck? The pads don't look worn fully out, but I will be repacking the bearings & replacing the seals and the pads. Will that reduce the travel. It makes noise going from one stop to the other or is it that my return spring is worn out?

could be air in the lines or a bad shock, take a look in the diagnosis section of the manual here>>>..http://ufpnet.com/PDF/A-60,%2075%20_...aintenance.pdf...
