When you can feel the flake,,

A friend of mine told me that when you can feel the flake that it can not be buffed back to normal. He also said that you could use automotive clear coat, but it will not last. He also said that you could not re-clear the finish with clear gel coat. But, another friend who works at a boat repair said that you can re-clear with clear gel coat, Of course the clear has to be "finished". Has anyone done this ?

If you can feel the flake no buffing is going to help.....
I have seen them shot with automotive clear and they look fine for awhile but it appears to start peeling or flaking after some time...It CAN be re gel coated also.
