You can powder paint them, you either have to have a large fluid bed or have to spoon the powder over the bait. If no one else here checks in on this Check on TackleUnderground on powder painting spinnerbait heads and the guys can really help you out.

I dip right into the small jars that the powder comes into. The trick is to keep it shaken. If the powder settles too much its hard to get a smooth coat. But I find this easier than using fluid beds. I do a 3 coat process. Heat the bait with a torch(trial and error will dictate how long) then I dip in the base coat, then clear with glitter, then straight clear over it all. Then it needs to bake.

I have tried alot of ways to do this and I have found that I bought a small sifter, not one that you squeeze to sift, but shake your hand. The smaller screen you get the better.

I use an disposable artist brush. You can buy then in bulk @ Wal-Mart or Hobby Lobby. Just "Jab" the brush into the powder and it will flair out then take the bait out of the oven or torch and "tap" the color onto the bait. You can do multiple colors this way also. Similar to the sifter method but with more control.
