Check out Mudhole, they have everything from table mounted hand wrappers to power wrappers and anything else you could need.
Be careful, you get what you pay for a lot of times and the more inexpensive tools tend to be more manual and a less effecient use of time. Have to strike a balance between the cost of the tool versus the cost of your time.
Cheapest tool for wrapping is a cardboard box cut with V's to hold rod.
If you have woodworking tools and the acumen, you could probably copy commercially available set-ups.
Some guys make wrapper/dryer motors out of sewing machines. You can rewire for reverse and forward directions.
    Good luck

Mudhole electrification kit!!!!! I built my power wrapper for about $120. Solid oak, nicely finished, stands, got the thread tensioners from Mudhole, rest from lowes, little felt in the stands from the craft store, brass hinge pins for spool holders.

    Re: new rod builder (bass5aday)

get a 3 rpm dryer kit off ebay ( 25$) ready to go

don't get a power wrapper to start, way to much money for something that can be accomplished using a cardboard box with notches cut in it. Try it a few times before you drop 300$ on a rod lathe.
