USA 2008 250hpdi series 2 RPM issue post power head replacement

Need some help folks. Put a new OBR power head on my 2008 250hpdi. Prior to blowing last year was getting full RPMs 5800-6200 but now, post power head replacement I can't get over 5000 RPMs. Replaced all filters including the mystery filters during rebuild. I have a hydraulic jack plate and same prop I had before rebuild. I have full throttle with my hotfoot, that's already been looked at. Plugs replaced post breaking as well. Newly cleaned and flowed injectors from Hydrotech. Runs quite well without any other issues.Any thoughts or ideas of what to look at. Any help would be greatly appreciated.

You can post, text or call if you have a minute. Again, thanks

Find someone with a prop dyno and see what you got. Sleeves not lined up correctly will mess things up big time along with other items. Was it your block they rebuilt? Did they dyno the powerhead after the rebuild? CJ

Brand new OBR block or rebuild. Same prop as I previously used and I've tried a 25T1 as well with no change. Just not getting my 5800-6200 rpms
    Thanks,

I would check the adjustment of the TPS and verify fuel pressure at the vst.
