Saftey cable on trailer tounge was pulled out. Are the breaks partially engaged?

I went pick up my boat from the shop and when I went to hook up the trailer to the truck I noticed that the saftey cable that comes out of the front of the tounge was broken. They must have forgotten to unhook it from their truck and when they pulled off it broke the cable. This cable is a saftey feature designed to lock up the breaks on the trailer if the trailer comes unhooked while in tow. It's a 2009 EZ Loader trailer for my skeeter iclass. Well the breaks weren't locked up as I was able to pull the boat home. But I noticed a little more brake dust than usual on the wheels. Has this happen to anyone before? Could the breaks still be partially engaged from pulling that cable out?

If they didn't reset the brakes with the lever under the tongue then yes your brakes are still engaged.

I went check the reset lever and I can easily push it up. It has no tension on it. So I'm guessing it has been reset. I did notice they put a very small socket in the slot for the roller pin and wrapped tape around the actuator to hold it in place. Do I need to replace the break away cable for the breaks to work?

No you dont. You only need to push the lead ball behind the lil hole it came through and put a lil clip back on it . If you reswt the lever your brakes should work normal again as long as the cable is being held with pressure pulling it out.

NO but you need to remove that socket if it is still there for the brakes to work. That cable is for setting the brakes if your trailer ever breaks away from your tow vehicle. So you be the judge as to replace it or not.
