I'm thinking about upgrading the rim .. Which i have is a 14 inch rim...trying to upgrade to a 16 ... Would I have to replace the spring or it would work fine without any problems???

I don't think you'll be able to do it. There isn't enough fender clearance, and if you raise the trailer any you'd have to back the trailer in until the truck was in the water to get the boat to float.
If you have integrity, nothing else matters. If you don't have integrity,
nothing else matters.
As long as the offset and width is the same the size of the rim doesn't matter. Just get a lower profile tire. As long as the total diameter is the same that all that matters.

Problem is, lower profile tires are usually lower capacity, and many boat trailers are close to capacity as is.
If you have integrity, nothing else matters. If you don't have integrity,
