Check to make sure the brake lock is off
Pull the actuator
Rerun the breakaway cable
Replace the actuator
Bleed the brakes
Replace the C-clip
And your done.

So what is the use of this break away cable for? Cut it off? Reason? Enquiring Minds want to know....
If it is a UFP brake system, you can release the brakes by pushing up on the release lever underneath the actuator, that should free up the brakes, then you can tow. Go to ufpnet.com to get a manual. There are links posted above..
