I have an 08 trailer for a my triton with surge brakes. One of the pads on the inside of the rotor wore down to the metal like it locked up. The other pad on the outside was fine and the other wheel is fine. What would cause this problem?

Sounds like the caliper is stuck and can't float like it should.

the caliper may not be bad the slide pins may be froze up, most of the
time if the caliper is bad both pads will be worn from drag...won't know
until you take it apart...if the caliper compresses easy then make sure
you lube the slide pins good when you put back together..jmo
I had the same issue. Email me and I willl go over what I did to trouble shoot my brakes. I did not have to replace the caplier and I dont think you will have to either. Dboykin27@gmail.com

I just saw your post, thanks. I found out that my brakes were still under warranty, so UFP took care of me and sent my a new caliper, hub, bearings, seals and all. Gonna replace the whole thing.
