    82 175 johnson wot only 5200

my 82 175 runs like a striped monkey but I can't get it past 5200 rpm at wot.
have checked just about everything, just reset the timing advance, got great fire at all cyls., excellent compression.
its on an 82 champion 184, raker 24 b&b with some extra cup, hyd jp, excellent water pressure, this truly has me baffled. have had my mech check it out about a week ago and got everything set where it belongs, took it to the lake and still cant get more out of it.
    any ideas?

I'd try a different prop say a 23 Gade or a 22 raker to see if the RPM's pick up, they should. Your initial setting on the plate should be 3.5" below the pad. You may also need to raise the motor for your existing prop. Lowest WOT H20 pressure should be 18 psi.

have tried a 22 raker and it just blows out, got a 23 tempest now but need to plug the holes (it blew it out too with one open and 2 w/small plugs).
its something in the engine that is not allowing it to open up but can't figure out what.
