I bought the boat a week ago. Gel coat looked good until I went to do a wash and wax. Took the windshield off to get under there also and found out the original color.
Is this gel coat fade or has the flake changed color over the past 17 years?

Wow, gel coat will discolor over time to a yellowish tint but I have never seen silver look green beforeIt will probably never look as good as the silver, but maybe silver again..... some sort

No but blue + yellow = green. The boat was blue with silver flake. Will a good rubbing take this out or do I need to wet sand?
is the finish rough to the touch? or is is smooth. If it is rough then your clear coat is gone and it will never look like new again but if it is smooth it is just oxidized and can be buffed or wet sanded out.
hard oxidation can feel rough to the touch...i know goin throught that with mine now...kid of hard to tell but like some have said the flake can discolor over time
wet sand and buff will help for sure but its going to have a duck tattoo.
Talk to basscat, seems there was some bad runs of clear gel throughout the years that would yellow. Seems you can try but the clear gel has yellowed and reacted to the sun over the years. It will never really come back.

The finish is smooth as glass.
That's not bad clear, that's just a boat left in the sun for a few years with some age on it. Granted it is a bit excess though we don't know the amount of UV exposure.
That should clean up a lot with sanding/buffing/glaze. Will never get back to what you see under the windshield because of the UV damage done from the sun exposure, but should take the greenish tint off and get it back to a more silver finish.

I just bought a 1990 Ranger and when I picked it I thought it was green. Started wet sanding last weekend and it is as silver as silver can get. While wet sanding the water would look green.
