Johnson 115 fuel filter location?

My friend has a Javelin with a 2000 Johnson 115. It's been acting up, like not wanting to get the boat on plane sometimes or missing at wot. Someone told him to replace the fuel filter on the motor. Is the fuel filter the clear amber looking thing just inside the lower cowl where the outside fuel line connects to the cowl?

you will need to remove the breather cover to get to the filter. follow the fuel line to the carbs and you will see a nut that you can unscrew by hand. inside is a cone shaped filter that you can remove and clean. there could be other issues. the power pack could be going.
