Simple answers to all...
Send your prop to someone that really knows rakers, they can make it run much better. Then run it again, what causes steering torque is the prop surfacing and slipping. Your choices are: lower the motor a bit, which will free up the steering, but increase the chine walk, or install a $20 torque tab which will cure the stiff steering.
If you have cable steering, doubtful you have the cable room to add the spacers, if you do it won't hurt, but check before you go to the trouble.

I had a Javelin 387A & a 389B both with 150 Johnson Fast Strike engines, prop worked helped the steering torque problems but the real helper was a welded on torque tab on the skeg. If I had to do it all over again I would invest in a hydraulic sterring system.
