That is the wire from the oil tank low oil sender thingie watchamacallit.
Those tank pickups contain electronics to give off the beep every 20-30 seconds when the oil is down low. Many times the electronics go belly up by sounding continuous or intermittent or weird sounds and folks just disconnect the wire instead of paying over $100 in parts and labor just to have something to tell them what they should be checking visually anyway. (now that is a long sentence!)
