Why the steady decline the last month or so? I thought opec was slashing production?

With the price of everything else that's went up the demand for gas has went down. That's my guess.
Still up here....$3.67 outside Cincinnati

Some folks think that it is a sign of impeding recession....other folks say that it is a result of China's "covid zero" policy which is largely shutting down the country (and oil demand).
1. Lockdowns in China have reduced demand. China is the 2nd largest user of oil in the world.
2. Winter travel is lower than summer.
3. "U.S." allowed to produce more oil. ( )

Saw the lowest price all year in our area, over the Thanksgiving holiday (the most traveled weekend of the year).
Go figure.

Saw 2.99 a gallon cash here in SE Michgian yesterday. That is 2.55 above the high we saw. Keep waiting for the " I did that " stickers to show up. Not complaining at all.
Still $3.89 for the cheap crap here.
I think alot of people are out of extra money... Everything single thing the American consumer purchases has went up in price over the last 2 years! Wages have not kept up if they went up any at all. I'm starting to see alot more toys posted for sale camping trailers, boats, motorcycles, etc. I know just in regards to money outflow at my home the weekly grocery store run has cut into my play money. The less play money people have the more they will stay home.

4.10 here
Around here, decreased usage always occurs when the outdoor sports seasons [fishing, camping, outdoor team sports] shut down. I drove by a popular launch on Erie yesterday. There were nearly 100 vehicles in the lot 3 weeks ago during the height of the perch-fishing frenzy. Yesterday 1 vehicle there, and I was kind of surprised to see 1. The kids’ soccer and football seasons are over. Campgrounds are deserted, etc. Our gas prices are down about 12-15% from their highs [mostly $3.40-3.50], and just as a wild guess, I’d say that usage is down twice that. Diesel is still crazy high, though: mid-5s per gallon.

Can anyone explain why diesel is still so high?
Overall average around 3.00 here.
I’m no expert on fuel prices, but it seems 90+% of diesel use would be commercial, which doesn’t have an off-season, other than road-building equipment in the dead of northern winter.

As noted, winter < summer and China's zero COVID plus recessionary pressures.
And we're now blending for winter, lower cost. Along with more EVs, PHEVs, etc.
Most recently, the approval to produce/import from Venezuela, cheap and close.
Once again, politicians, war aside, aren't determining prices, it's a global market.
articles say lowest supply since the 50's
