Also I am all but certain most countries on earth including the US have agreed to never Assasinate legitimate heads of state.

We tried that once… it resulted in two much stronger foes who we still had to fight. We shouldn’t act as the United States but we should honor nato obligations should the EU members of nato decide this isn’t acceptable.

Actually there have been many summits and conventions where most countries agreed to things that are not allowed during war. For the most part they are followed but the limits are pushed even by our forces.
Folks have been prosecuted and even executed for breaking those rules.
Tell that to the losing side. Once they realize they are losing, anything goes.
That may be true but then their leadership gets prosecuted for war crimes. Just because there are rules does not mean they get followed.
