What starting procedure are you using?

Make sure you pump the ball till its solid, then pump it 5 more times.

Then choke without cranking for a 10-15 count. Then start. Then allow to warm up about 3-5 minutes and itll be ready to run.

If that doesnt work check the tank elbow and assure the check ball is not frozen in place.

Had the same probs with my 97 225 vin.

That is partly the nature of these engines. On my 97 model, I never pumped the ball up to firm, just a few good squeezes, and then I primed it for about 5 seconds, and then cranked it with the primer pushed in.

Usually after the first round of cranking, it would fire right off, but you have to keep hitting the primer to keep it running.

I would do the first round for about 10 seconds, and then pop the primer a couple times, and then crank again.

Now my 96 150, it cranks like its fuel injected.

I have the same engine and if the plugs are good then your cold starting procedure for easy starting should be:

Pump the bulb untill if you squeeze it anymore it will explode

Push key in for abour 10 seconds

Pump bulb again untill it's hard enough that you could use it for a baseball

Hold the key in and crank it over with just a little throttle

When engine starts, at the first sign of a stumble push key in momentarily again, repeat untill engine runs on it's own.

You cannot flood this engine if it's tuned correctly!

Verify your Quick start system is working properly.

How do you do that???? I am a new owner of a 97 225 vindicator
Mine starts pretty well as long as I follow the above procedures...I read the Manual and saw something in there about the quick start, but haven't really noticed much difference between that and my 90 V4 without it.

Re: 1996 evinrude vindicator 200 (brnzbaklvr)

Once it does crank when cold, does the idle stay up over 1000 rpms, or does it drop right away?

A fast idle tends to indicate the quick start is working.

I am convince carbon build up is another reason for aggravating starts, the bottom pistons are the worse for it. After spraying detuner in the carbs and a few squirts thru the spark plug holes (they can soak for days I hear), my 1996 Vindicator turns over like a new sewing machine. If you spray Mercury's Power Tune or Seafoam Spray in the spark plug holes, I recommend pulling the kill switch and turn the key letting it spit out the cleaner. The carbon cleaner will make it run rough for a bit especially adding it by gas can or thru the carbs, until it burns out with the carbon build up, but then it should be smoother than ever. My used 200 also came with the QL77 plugs so I am installing the QL78YCs this weekend. If I knew about carbon cleaner 20 years ago I could have improve all my outboards and my minivan!
