Unhappy gas in carbs is white

I have an evinrude 1994 175 hp, on a 1994 Javelin 389 TE it started mis firing, Friday, I pulled the plugs they looked fine, I did notice while running there was a milky look to the gas in the carbs, is this water. This motor has been a sick ever since I bought, it will not plane out it just stands up and churns water, while in the stand up position it will turn 2000 rpm then when I play with the trim it will finally plane out, after my fishing partner goes to the bow, and do a blistering 48 miles and hour at 4800 rpm. the engine is sitting at 4 inches below the pad, when I move it makes no difference, I am turning a 14 1/2 24 raker that has been re worked, I also have a 13 1/2 in renegade. Any help with this boat is greatly appreciated if not it will soon be a fish attractor in lake west point. I am a retired machinist and a former Marine, patience is a virtue I am running out. Thanks

If the fuel looks milky, why would you NOT start there first? Drain/clean the tank, replace the fuel lines from tank to motor including primer bulb, then see what you get to the carbs.

Put some of the fuel from your tank in a clear glass jar. If there is water in your fuel, it will separate from the fuel
in about 15 minutes. Fuel on top and water on bottom. Your fuel should be clear to a yellowish color.

Even worse. The white is water mixing with the oil.

I pumped a quart of gas into a mason jar let it sit for one hour, gas is green in color with no visible water, the milky color is at the air intake on the carb could that be infused air in the gas

Move the middle carbs with the upper carbs and see what happens.

Might be that middle coil pack gone bad. That is your spark to both of those cylinders. Maybe swap that if the carb swap makes no difference.

switched carbs, no foamy gas, boat motor ran ok, still would not plane out, stood up in the water would turn 2000 rpm, does any body live within a 100 miles of Newnan Georgia that I can take for a ride and tell me what is wrong with this boat. The compression on this 1994 evinrude 175 is almost 120 across the board, cranks on the first turn, idles well, but you hit the gas and it don't go it just stands up in the water and churns, this has been a problem for 7 years I take it to the shop they say the motor check out, they are not on the water. I will drive a 100 miles to get this piece of %^&* fixed so I can sell it.

No the first address. Crawfordville FL 10 miles south of Tallahassee or about 4 hours away from you. An easy drive down US 27.

David, if I was you, that's an 8 hour road trip I'd take. Your time would NOT be wasted. I don't know what (or if) Fred would charge you for his time, but it'd be worth it.
