Slow, steady retrieve. You can jerk it suddenly to make it do a 180 or even a 360 turn. If bass are following it, they'll likely slam it when it does that. Then go back to a steady retrieve. Don't work this lure like a jerk bait though. Use fluorocarbon line too (15# a good average test depending on the size swimmer you're using). Fluoro will help the lure stay down. But you can make it skim the surface too -- just keep your rod tip high and do a fast retrieve.

On the Savannah River Chain we tend to fish them a little different. Rod tip down close or in the water, and an extra fast retrieve. This keeps the bait moving fast at about 1' below the surface. I rarely do anything more than a slight pause 2 times during a retrieve.
