    It didn't look like the handler sent the dog, it looked like the dog caught him off balance and drug him. Our handlers never had hands on the dog or the leash when they sent them.

    Had the driver complied immediately to the police orders there wouldn't have been excessive force and it would not have happened. If I'm stopped and ordered out of my vehicle I'm going to comply immediately and
    assume that there's been some mistake and it'll be sorted out later. Mistakes happen and police aren't immune to mistakes any more than the rest of us are.

    He was obligated to follow a police order; not quite sure how you figure he was obligated to do nothing. Obvious that you're not a fan of police and we'll just close this before it gets any dumber.
