I've attached an image of one of the bolts. I can't seem to get a socket on the head due to the lip of the thing on the prop shaft. I'm also pretty certain that part does not come off the prop shaft. Am I missing something? Any tips?

You are referring to the thrust washer an yes it does come off. Give a tap tap with a hammer to break it loose. It is sitting on a taper.
