SB 2000-11 describes these two wires as being used for the older "Smart Tach and Speed" instruments, which carried CAN-P data on the tachometer and trim sender wires of the keyswitch harness (we fondly refer to them as the old "stupid-craft").

Make sure the male and female gray wires in the engine harness are connected together (not unplugged) and get a terminating resistor to put on the VVM. That will likely resolve your difficulties.
