    I think some states restrict hunting only to game animals that have a named season, in other states everything is legal as "non-game" if not stated otherwise. In Virginia it would be legal since limits are not restricted by a named season. No different than groundhogs

    Virginia does have a groundhog season, it just happens to be open year round. I think there has to a mention of an animal for it to be killed.
