99 286 pro DC with 150 rude. No WOT until choppy

Not sure where to put this.

When calm full on the gas I get 4200 rpm and about 42mph (gps). Cross some wakes or get into choppy water and same foot position on hotfoot and it surges to 5000 rpm or more and 55+mph.

This happens out of both gas tanks.

Any ideas?

Sounds like an engine problem.....post down in Rude section, Some smart fellows there.
