I think the two adults were shot and were in the hospital. Probably authorities needed to question a lot of witnesses. And the two wounded adults weren't going anywhere soon.

There were 2 adults that shot each other and were in critical care in the hospital so the authorities did not immediately file charges because they needed to interview witnesses and the suspects. Since they were both in critical care it was obvious that they were not going anywhere. Witnesses say that one adult pulled his gun first and fired at the other adult while forensics have now shown that the fatal shot that killed the bystander was fired by the second adult suspect. Two additional juveniles were also arrested on gun related charges and their names have been withheld as required by Missouri law. It is unclear if the 2 juveniles also discharged firearms and what their relationship to the adults are, if any. In spite of all the speculation on certain networks and prior BBC spreads, there has been no statements that this gun fight was gang related or involved any "illegal immigrants".
