Tilt Trim issue

Awhile back the tilt trim motor on my 2000 200hp Johnson went out. After replacing the motor I cannot for the life of me get my tilt trim to work at all. Motor runs but sounds like it’s having trouble. I can manually raise the motor all the way up and lock in place with the dog ear to hold it up, I’ve done that and filled with fluid and closed manual release valve, but when I lift the motor up and disengage the dog ear the motor will go all the way to the down position and not raise with the tilt trim motor.

Is the coupling still on the the motor/hydraulic assembly as well as the O ring?
