River crankbaits

Semi new to fishing and someone told me to fish the rocks along the bank of a local river with shallow crankbaits. Rapala dt4's and bandit 100's for smallmouth. Its not a very fast moving river but it is moving. Just wondering what setup you guys would recommend for this.
Spinning or bait casting?
What rod?
What line?

Baitcasting, 6.5-7 ft medium power, moderate action, 5 to one ratio reel and 12 lb test mono or copolymer line.
