Ranger 520 Faded stripe.

I have a 2000 Ranger 520DVX. It has always been garaged since it was new. The boat looks pretty good for it being 23 years old, most of it is very shiny. There is one stripe on the top cap that is dull on only one side of the boat, it is shiny on the other side. Not really sure what is going on but it looks like just that one stripe has lost it's clear coat. I tried many different products on it and nothing will bring back the shine like the rest of the boat. Is it possible to re-shoot some clear coat on this one stripe to bring back the gloss?

Any product (clear coat) to use or procedure would be most helpful.

Is it a stripe on the gelcoat or in the gelcoat?
