h22 bay setup help

first post here I just purchased a express h22 with the 200 sho Yamaha im looking for some advice on the prop to pad measurement I've tried 3 1/2 and also right a 4 1/8 even with the motor that low im still getting some cavitation getting on plane it was much worse obviously with the motor up higher im running a six inch manual jack plate also would like to get some advice on what prop performs the bast on these boats currently running a 23 pitch power tech I will be swapping it out for a 21 since trimmed out I am only turning 5100 rpm. thanks in advance for any info y'all can offer
