Which components of the braking system are we talking about? The actuator, brake lines, the pads/rotors, or is this a trailer with drum brakes?

Depends on how much you tow and whether the boat is stored indoors. My trailer was 15 years old when I replaced the brake axle because of a bent spindle. Brakes were fine then, but I upgraded to disc brakes on the new axle so I changed the actuator too. Still working great after another 12 years.

Way too many variables for a good answer.
My last rig was 13 years old with the same pads and I pull a lot but on mostly flat ground.

Brake pads are original on my trailer. So are the tires. I have replaced the actuator.

Surge brakes can be drum or disc.

I had my calipers lock up on a 13 year old trailer that I had just bought. After looking over everything I went ahead and replaced everything including calipers, actuator, and brake lines. The actuator was full of sludge so I figured the brake lines were also suspect.
