    Silicone Around Tie Down Hooks?

I am getting ready to pull the trigger on a very very clean 181....This boat is near mint but I noticed that for some reason there is silicone around both tie down hooks? (Zoom in on the first 2 pics)....I don't think any of my past champs had that?...would that be something someone did as a precautionary deal....or is this a red flag?.....I have not asked the seller about it, thought I would ask the experts here first. This boat is so clean, that I cannot imagine there being any issues with that....any insight would be really appreciated. I added a few additional pics to show the condition of the boat overall

Super clean boat, check that transom real close...
No reason for all that silicone unless something is going on imho

Hopefully, it is preventative. Lots of posts talk about re-sealing every year or so. Maybe that is what the seller was doing.

So I asked the seller tonight and he confirmed 100% it was preventative. This boat was used only about 2 or 3 times a year...always garaged...I have never seen a cleaner 24 year old boat....This will be my 4th Champ...first two were brand new...A 1999 186DC and a 2008 200 Elite....
