Merc 150 4 stroke won’t trim past 1/4

I have a 2018 basscat sabre with 150 4 stroke, trim works fine out of water, at blast off with trim all the way down full throttle trim will not go past 1/4 trim. 5400 rpm and only goes 45 mph and plowing, can’t trim up more to get front end up? Mercury tempest plus 23 prop.

You might read through this as it looks like a similar problem. He was able to get it fixed with a plug that wasn't seated properly it sounds like.

What are you using to say 1/4 trim? Does the gauge stop before it’s all the way down
