2004 40ELPTO 0T899507. Tiller steer motor just purchased with original boat it was installed on. Throttle plates are only 50% open when tiller throttle control is opened all the way. I'm sure this isn't correct. Cables look good, no excessive slack in cable from what I can tell. Carb's should open up fully on this model when at full throttle correct? I've checked it both in neutral and in gear (not running of course when doing the check).
