    Throttle not opening carbs

    Hello,

    I recently bought a boat with a 1995 Johnson 115 HP fast strike. I noticed today while working on it that when I throttle up (motor off) it does not open the butterfly plates in the carbs. It should do this correct?

    the throttle is pulling the small lever at the bottom starboard side but nothing else that I can see is happening. Am I missing parts? Any help would be appreciated. I will post pictures below as well. FT Linkage.PNG

    I will also add that the metal bar at the top of the carbs with the clear roller opens the butterfly plates just fine so they are not locked up.

    Checked that. Looks good. I actually think my bottom throttle cable it broken. No movement on the bottom cable when i throttle up.
