There is a TSB that certain V8's with CMS mid section had defective trim motors. You have to trim the motor all of the way up and check the serial number on the trim motor. Sounds like your trim motor is low on fluid, but could also be the defective motor, call your dealer,
Could also be a problem with the trim sensor, or the crosspin/set-screw. Engines have a trim and a tilt limit setting, so improperly reported position may result in an electrical STOP of the trim UP function (down would continue to work, regardless).
