5 and 15 minute is pretty normal, I use more gel epoxies that stay where you put them, so cleanup is much easier and one time, no seepage. I don't remember seeing a gel quicker than 15 minute, mine takes hours to set so I have a lot of time to ensure all the components are where I want them, so fit and finish improves, and I can do a lot of fitting with one batch.
Try Marine TEX comes in white or dark gray (sorry just realized what group this is in. not sure if it will work for rod building). Good luck.

What are you using it for? Flex Coat Epoxy has probably a 20-25 minute usable time, regular Rod Bond paste gives you about the same and I just tried Hell or High Water which has a consistency kind of between regular epoxy and paste and probably usable for 20-25 minutes...I've only used it once so far to glue some foam arbors into spinning seats.
As others mentioned Devcon 2 makes a 30 minute.
BSI 30 minute, available at Hobby Lobby. Especially for use as a top coat. Devcon is brittle garbage that yellows before its cured and is worthless as a top coat. Its decent as a glue however.
