That looks just like the old trestle in Tanner's creek by the boat ramp. Ohio river boys know where I'm talking about. Very seldom get any from it. Of course very seldom get any from Ohio river period.
Mine would be a spinnerbait, but it wouldn't matter if it is a bridge, it's the first bait I throw everywhere.

A fast moving bait of some sort.
Spinner bait, especially if it is fairly deep.
Fish will suspend on piling. Seen them stack up at 20 feet in 80 foot of water
First thing I do is drive through and push bait to the piles and then throw a wacky rig and let it fall along the pilings. Won a tournament once by doing this. A boat driving through would push the shad back to the pilings and the fish would fire for about 10 mins after.
