I just put a voltage gauge on boat and took it out today. I would get 12.4 to 13 volts at high rpm. Can someone point me in right direction to test issue?

The first thing to know is the state of charge and condition of the battery.
If you have integrity, nothing else matters. If you don't have integrity,
nothing else matters.
New Optima battery fully charged. Oh the tach also quit. It worked last time out
Suggest you also reference this link for factory service manuals. https://www.bbcboards.net/showthread.php?t=638013
Do you have a 90hp carbureted engine or a 90hp Ficht direct injection engine? Please provide the engine model number.
Tell us the rationale for installing the volt meter.
What brand of voltmeter?
Tell us what wires were used to connect into the volt meter.
12.5 is a satisfactory resting voltage. 13.5 to 14 volts would be expected at off idle and higher rpm. The service manual has more accurate specs than my fingers on a keyboard.
Your Optima should be 13.1V without the engine, so you voltage is dropping when the engine runs. Your charging system isn’t doing anything.

I just saw something on web that you can’t run AGM battery on older outboards. Has anyone heard this?
id correct then I fried something
The engine has a fully regulated charging system, designed for lead acid batteries and an AGM battery is within this category.
++ to CatFan.
60* engine or 90* engine. Model number would help per rule #1.

That's only a 6 amp stator with a rectifier not a regulator/rectifier, not a very robust charging system.
++ to Championman. He is correct on the type of charging system I guessed incorrectly on the engine model number. Once again the reason for the importance of supplying the engine model number. Eating my crow with a little Hot sauce and horseradish.

Tasty for sure - we have the meats…….
No worries bro....I get SMACKED a lot from Champman and tha Hoss.....but in my defense.....I'm not a guru like ya'll......however....I take the smackings cuz I don't want to be of the dis info crowd......
Follow up on this charge issue.
I replaced the stator and rectifier with CDI parts. I it on hose in driveway afterwards and it charged great 14.5 ish volts. Weather has been bad so today was first time to water test and it’s is right back to low voltage at idle and wide open it goes up to 13.2. What the heck? $@%*€}
I assume one or the other parts I put on are fried but why? Is there anything else I should check for?

It’s an Optima blue top. Resting voltage according to them 12.7-13.2
