I am looking at a Ranger boat right now that has a 1993 Johnson 150 Four Stroke. While running on a hose in the driveway, water sprays out at the upper/lower unit seam. Is this normal?

1994 Ranger 374V/1993 Johnson 150 Silver Star Series VJ150ELATR
First this is a 2 stroke carbureted engine by the model number provided.
There is a feature called split-line-midsection. You will see a small gap between the lower unit and the midsection in the area between the mounting bolts. Water is normal to have some spray out of the gap. I cannot put a definition on the meaning of a little or a lot because it is more visual based on experience. But the highest amount of spray comes about because the rubber gasket/s on the exhaust tube between the lower unit and the midsection may not be properly seated. This can happen after a water pump replacement when the lower unit is bolted back up. This is not a big issue if the gasket is not seated but can be corrected next time the water pump is replaced.
