    I would start with voltage readings at the various stages, bulk, absorb, float. Cj

    That is exactly how I determined an issue with one of my chargers a couple of years ago. The tech team at Pro Mariner kept telling me it was my batteries. After replacing them, and no change, I did exactly as CJ1 suggests, and determined a faulty charger. It stayed at absorption voltage.
