2004 Yamaha 9.9HP 2 stroke - No spark, shocked by engine block

Bought this motor last year and it was running, let it sit over winter and now the spark plugs won't spark.

I replaced them last year when I bought it, so they are essentially brand new. Motor was run less than 10 hours last year.

When initially checking for spark, I got shocked by what I thought was the spark plug wire so I replaced the wires and the coil packs(since they are all one piece).

I tried to check for spark again, and got shocked by the engine block while holding the spark plug wires.

I have already checked too see any wires are loose/exposed or if any are missing insulation but everything looks fine.

How would I go about diagnosing where this electrical short is? And would a short make sense as to why I'm not getting a spark from the plugs?

Edited to add Model is MSHD

Are you using a 110 volt battery charger?

No, it's a tiller handle outboard that doesn't have a battery. I got shocked when pulling the pull cord to test for spark.
