Problem with live well pump .

I have a problem with live well pump on my 2003 Tracker tournament v18 . It has a new pump and a new shut off valve that I replaced . When I turn the pump on it runs for about 30 sec. Then goes down to a dribble . It may take an hour or more to fill tank . Some times when the water gets up past the drain hole which is in the side of the tank instead of the bottom that I don’t understand . It will take off and run like it should . Then I put it on timer. Anybody got any ideas . THANKS in advance You can text or call if you want 812 454 4604. Not sure if the shut off valve was factory or not ?
