If i rebuild my "blown" powerhead on any make or model and upgrade with a bored, ported&polished block, Forged High Compression pistons, Exhaust tuner, injectors, etc. am I going to jail or become a cheater in a tournament? How about if I do the same thing with my truck, do I need to let the Insurance company/DMV know?

Technically that's not correct. The 10% rule can plus or minus the rated HP.

technically if your motor comes to you from the factory at 250 hp an your boat has a 250 rating plate on it an if you flash your motor to more horspower than it came with you are a cheater in tournaments with a horpower limit of 250 nobody likes to hear it pretty sure this is why the pros dont alter their motors.

True, but the majority of tournaments don't have a 250 hp limit.
