Nice Smallie - what are these markings?

Tattoos......they are real popular these days as we all know. I see that just about everywhere I go, doesn't appear to hurt the fish, as they all seem healthy. Pigmentation irregularities I guess.

I have seen lots of fish like that from Grand Lake , In Ok. a couple other lakes too. I would guess just a glitch in there markings.
