I wonder if those neoprene covers/jackets that are used for cables and such would help minimize the scuffing?

Anything can happen. It is such a rare occurrence that you have a higher probability dieing from something falling off of an airplane and hitting you on the head or winning the powerball and I haven't met any powerball winners yet. Those are facts. Fatal accidents from steering loss on boats is a much much higher probability. I've seen a 20' boat sling a blade at 90 mph and the blade land in someone else's boat luckily not hitting anything, it lodge itself 1/2 way into the deck, there's a higher chance of that or it landing in the boat it's propelling.
I'm not sure a leesh would prevent the motor from coming into the boat in some cases, it goes around the back of mid section and is bolted to the transom, there is enough play to allow 6" up/down motion on the jack plate, and the motor to be trimmed. Not trying to start any fights with this, but the chances of this occurring are extremely extremely slim.
