you do not have to be present to win........but, i dont know at this time where all the tickets are being distributed from......probably locally around the jax / palatka areas......

I have bought two tickets for the last 12 years. I have never come close. And yes you can buy tickets and you do not have to present to win. There have been several years the winners were not even in the state of FL. I think last year the winner was from Alabama. It is a good TX to get in like Skeetere said $10,000 to first place and $5,000 to big fish. They usually pay around 50 places depending on how many boats enter.
