A couple of things: 1) what was your water pressure at WOT and 2) you need to know your prop to pad measurement. Here is a starting point; 3.5 below pad with your engine height and NEVER less than 18-20 PSI water pressure at WOT. RPM's in the 5800 range. Adjusting the jackplate without a starting point will put you all over the place.
Those boats are heavy boats. With the 200 you are looking at mid 60's, maybe upper on a good day. This might all depend on the condition of your engine; how "fresh" it is, when was the last time it was de-carbed etc. The 25 Renagade is a good 4 blade prop for those boats. A 24 Raker or perhaps a Tempest for a 3 blade.
